The Ministry of Health and Welfare (Minister Deok-Cheol Kwon) and the National Health Insurance Service (Chairman Yong-Ik Kim) announced that they would implement the ‘Healthy Living Practice Support Fund (Health Incentive System) Pilot Project’ from July 29, 2021 (Thursday).
The ‘healthy living practice subsidy system’ is to provide subsidies (incentives) to people who manage their own health according to the process of practicing healthy living and the degree of improvement.
The purpose is to prevent the occurrence of severe and expensive diseases through personal health management and to reduce unnecessary medical expenses due to diseases.
In Korea, the number of diseases and chronic diseases caused by health risk factors such as drinking, smoking, and obesity is increasing, and the social and economic burden is increasing day by day.
Social and economic losses due to health risk factors are increasing every year, on the other hand, lifestyle habits such as drinking and physical activity that cause chronic diseases have not improved significantly, and the rate of blood pressure and blood sugar control among patients with hypertension and diabetes is low.
Therefore, it was pointed out that a policy to expand investment in the prevention field is needed so that individuals can live longer in good health than the period when they suffer from diseases through health management.
Pilot projects for the healthy lifestyle subsidy system will be implemented in 24 regions across the country.
About 340,000 people participate in the pilot project annually, and it will be implemented for three years from July 2021, and the pilot project will be evaluated and this project will be promoted.
Participation targets are applicants among health insurance subscribers with health risk factors in the pilot area*, and there are two types of ‘health prevention type’ and ‘health management type’.

– For the health prevention type, people aged 20 to 64 who have blood pressure, blood sugar, and body mass index (BMI) within the caution range
– For the health management type, those who are participating in the ‘Primary Care Chronic Disease Management Pilot Project’ are eligible.
The subsidy consists of ‘practice subsidy’, which is accumulated when practicing healthy lifestyles such as ‘walking’ and ‘completing a health management program’, and ‘improvement subsidy’, which is accumulated according to the degree of improvement in health indicators such as blood pressure, blood sugar, and weight.
By combining practice and improvement support funds, each person can accumulate up to 50,000 won to 60,000 won per year, and a participation support fund of 2,000 won is provided to those who newly participate in the pilot project.
The subsidy will be provided first in Internet shopping malls and local currency (mobile gift certificates).
The National Health Insurance Corporation guides participation to those who can participate (using mobile phone number) based on the results of the national health checkup.
People in the pilot area who have been informed of participation can use the National Health Insurance website or mobile app (The Health Insurance), or visit the branch of the National Health Insurance Corporation in charge of the pilot area to apply.
