The TV license fee is a “receipt fee that must be paid by a person who owns a receiver (TV)” in accordance with Article 64 of the Broadcasting Act. KBS, a state-run broadcasting company, decides through the board of directors and obtains approval from the National Assembly to finalize the setting and imposition of the license fee, so it is often referred to as the ‘KBS license fee’.
The TV license fee, which started at 100 won in January 1963, has risen to 2,500 won per month (per unit) through the development of various industries and technologies. It is said that it is charged according to the number of installed receivers.
The TV license fee collected in this way is used for KBS radio and TV operation, KBS Symphony Orchestra Technical Research Center, etc. According to Article 49 of the Enforcement Decree of the Broadcasting Act, 3% of the license fee is used as support for EBS (Korea Educational Broadcasting System) every year.
TV license fee is not a tax! TV license fee without obligation to pay if you do not have a TV
Since October 1994, the TV license fee has been included in the electricity bill and collected, so many people mistake the TV license fee as a ‘tax’. The TV license fee is a usage fee paid by those who watch KBS broadcasts on TV, and it is not a tax that all citizens are obliged to pay.
Therefore, if you do not originally have a TV or have disposed of it, there is no reason to pay the TV license fee, so you can contact Korea Electric Power Corporation or KBS to cancel it. In addition, TV license fees are exempted for recipients of national basic livelihood security, visually/hearing impaired, national/independence meritorious persons, and residents of KBS-designated hard-to-view areas.
