▪ The site should not be lower than the adjacent road surface, but it may be lower than the adjacent road surface if there is no hindrance to the drainage of the site or if there is no need for moisture proof for the purpose of the building (「Building Act」 Article 40 Paragraph 1).
wetlands, etc.
▪ In the case of constructing a building on wet land, land with high risk of water leakage, land reclaimed with garbage, or other similar materials, necessary measures such as embankment and ground improvement must be taken (Article 40 (2) of the 「Building Act」).
Drainage facility
▪ Sewage pipes, sewers, water storage tanks, and other similar facilities required to discharge or treat rainwater and sewage must be installed on the site (「Building Act」 Article 40 Paragraph 3).
retaining wall
▪ In order to create a site on land that is at risk of collapsing, a retaining wall must be installed or other necessary measures must be taken. Measures must be taken on the outer wall of the retaining wall to prevent structures other than facilities for support or drainage from protruding outside (see Article 40 (4) of the 「Building Act」 and Article 25 of the 「Enforcement Rules of the Building Act」)

direct stairs
▪ On floors other than evacuation floors (floors with entrances directly to the ground and evacuation safety zones), direct stairs (including ramps) leading to the evacuation floors or ground must be installed so that the walking distance from each part of the living room to the stairway (referring to one stairway closest to the living room) is 30m or less (The main body of Article 34 (1) of the 「Enforcement Decree of the Building Act」).
Handrail
▪ Railings with a height of 1.2m or more must be installed around rooftop plazas or streetlights [referring to streetlights or other similar things] on floors above the second floor. However, this is not the case in the case of a structure that does not allow access to the street, etc. (Article 40 (1) of the 「Enforcement Decree of the Building Act」).
Emergency door opening and closing device
▪ In the case of multi-use buildings with an open space for evacuation installed on the roof, or apartment buildings with a total floor area of 1,000 square meters or more, an emergency automatic switchgear (referring to a device that automatically unlocks in conjunction with the fire protection system in case of an emergency, such as fire) that has undergone performance certification and product inspection in accordance with Article 40 (1) and (2) of the 「Fire Protection Installation and Management Act」 must be installed (referring to a device that automatically unlocks in conjunction with the fire protection system in case of an emergency, such as a fire) at the entrance door leading to the roof (Article 40, Paragraph 3 of the 「Enforcement Decree of the Building Act」) see).
heliport
▪ In the case of a building with 11 floors or more and the total floor area of the 11th floor or more is 10,000 ㎡ or more, if the roof of the building is a flat roof, a heliport must be installed or space must be secured to rescue lives by helicopter (refer to Article 40 (4) 1 of the 「Enforcement Decree of the Building Act」).
evacuation safety area
▪ In high-rise buildings (buildings with more than 50 floors or a height of 200 meters or more), at least one safety evacuation zone (referring to an evacuation space installed on the middle floor of a building for evacuation and safety) directly connected to an evacuation floor or a direct stairway leading to the ground must be installed on every 30 floors from the ground floor (「Enforcement Decree of the Building Act」 Article 34 Paragraph 3).
