A person recognized as needing psychological counseling at a mental health welfare center, university counseling center, youth counseling and welfare center, Wee Center/Wee class, etc.
– (Supporting documents) Request letter issued by the institution (within 3 months from the date of application)
• Psychological counseling centers operated by the government and public institutions can issue referral letters (e.g. Ministry of Employment and Labor’s Employee Health Center, Occupational Trauma Center, Employment Welfare Plus Center (psychological stability support program), etc.)
• University counseling centers can also issue request letters to public and private university counseling centers.
• Those who have been requested by the city/county/district (or town/myeon/dong) welfare support department to a mental health welfare center in need of psychological counseling due to isolation or seclusion, including those who have been issued a request letter from the mental health welfare center
• Private psychological counseling centers are excluded from referral issuing organizations.
* Those wishing to receive voluntary consultation are advised to visit a center that can issue a request form.
A person who is recognized by a mental health institution as needing psychological counseling due to depression, anxiety, etc.
– (Supporting documents) A medical certificate or opinion issued by a psychiatrist or an oriental neuropsychiatrist (within 3 months from the date of application)
You can apply if there is a psychiatrist’s opinion that psychological counseling is necessary during or after psychiatric treatment.
Those who are confirmed to have moderate to severe depression (more than 10 points) in the results of a mental health test (depression screening test, PHQ-9) during the national health checkup
– (Supporting documents) Notification of general health checkup results conducted within 1 year from the date of application
Screening results can be printed through Health iN on the National Health Insurance Corporation website → My Health Management → Check Health Checkup Results.
Youth preparing for independence and children under extended protection
– (Supporting documents) ▴Confirmation of termination of protection for young people preparing for independence whose protection has ended, ▴Certificate of facility resources or confirmation of foster care for children whose protection has been extended
• Youth preparing for independence
– Persons whose protection ended before October 2020: Issued by the facility or foster care support center
– Those whose protection ended after October 2020: Issued by the local government (city, county, or district)
• Children with extended protection
– (Facility) Issuance of facility resource certificate at facility
– (Home foster care) Local government (city, county, district) issues home foster care protection certificate

Those referred through the “Neighborhood Clinic Mental Health Care Linkage Pilot Project*”
* A pilot project (’22~, Busan, etc.) to select mental health risk groups among patients using neighborhood clinics through doctor interviews and link them to local mental health medical institutions or mental health welfare centers.
– (Supporting Documents) Linkage Request Form, Annex No. 4 of the Project Guidelines (within 3 months from the date of application)
Application is possible regardless of whether it is connected to a mental health institution or mental health welfare center.
Cases where psychiatric treatment is needed first due to drug/alcohol addiction, severe mental illness (e.g. schizophrenia, etc.), or serious psychological problems (imminent suicidal crisis, etc.)
If you are receiving psychological support services for children and adolescents, emotional development support services for children and adolescents, total mental health care services, youth mental health support projects, and adult psychological support services.
Professional psychological counseling service provided for a total of 8 sessions (voucher)
(Voucher unit price per time) 80,000 won for level 1 type, 70,000 won for level 2 type
(Out-of-pocket expenses) The user is responsible for the difference between the service price and the government subsidy.
