In accordance with the Animal Protection Act, which was fully revised last year, the companion animal behavior instructor system will be introduced in April next year after a two-year grace period. This is the second national certification related to companion animals following the Animal Health Technician.
Currently, there are a lot of private certifications related to pet behavior. It increased from 4 in 2015 to 18 in 2017, 35 in 2019, and to 59 in 2022. The names are also diverse, such as ‘pet dog trainer’, ‘pet dog behavior corrector’, ‘pet behavior corrector’, ‘pet dog behavior expert’, and ‘dog etiquette education instructor’.
The government explained, “There are a variety of private qualifications in the field of pet behavior guidance, but they are operated according to different standards, so demands for the operation of a systematic and objective qualification system are continuously being raised.”
He added, “As the number of households raising pets increases, demand for pet-related policies such as dog behavior correction (noise, safety accidents, etc.), pre-adoption education, and temperament evaluation is also increasing significantly,” adding that national qualification of trainers is necessary.
In accordance with the Animal Protection Act, companion animal behavior instructors are responsible for ▲ behavioral analysis and evaluation of companion animals ▲ training of companion animals ▲ education of companion animal owners, etc.
Above all, you can join the temperament evaluation committee. General trainers cannot become committee members, and only trainers with national certification as a pet behavior instructor can be appointed.
The pet temperament evaluation system will also be implemented in April next year.
Government forms a task force of pet behavior instructors
The first exam is scheduled to be held in the first half of next year
Meanwhile, the government recently established a task force (pet behavior instructor system operation TF team) to lay the foundation for a national qualification system for pet behavior instructors and systematically implement it.
The task force is led by Animal Welfare and Environment Policy Director Song Nam-geun and is composed of about 20 external experts including academia, behavioral guidance experts, qualification experts, and related organizations. It is operated by three departments: qualification test planning, qualification test management/support, and system/utilization, and a qualification operation plan is prepared by the end of the year. Based on this, the government plans to conduct the first pet behavior instructor exam in the first half of next year.
